If I would title these two photos, the titles would be: “Action” and “Reaction”.
To me, the first photo works well because you can see the lady dancing and also see the band playing. You have all of the story that you need to understand what the photographer was trying to capture. However, the second photo needs more to help the viewer understand what it is about.
The young girl in the second photo is reacting to the lady dancing. Looks on the young girl’s face ranged from bewilderment to concern to embarrassment.
As I watched the scene, I was unable to determine whether the two had any relationship with each other. Yet, another question left unanswered by the photos.

Post Processing:
Lightroom—Set black and white points, added clarity, vibrance and mid-tone contrast.
I like the photos with the explanation however without the explanation I feel that the photo of the little girls is somewhat missing something. Her expression is not the one you would normally expect on a young girl.

Since what photos convey are dependent upon the photographer's intent, I think too much is being made of these photos not being able to convey the action and reaction in one photo. I do not know the arrangement of the people being photographed but from what I can see there would be no way that you could photograph the performers, the woman dancing and the girl in one shot. If so, then using two photos to tell the story is perfectly acceptable. Both photographs do help tell the story that you wanted to be told.
